The regular Town Board meeting, held at the Walworth Town Hall, 3600 Lorraine Drive, was called to order at 7:30 P.M. by Supervisor Frank Guelli. Board members present: Frank Maciuska, Patti Marini and Thomas Yale. Absent: Daniel Keyes. Other town employees present: Norman Druschel, Building Inspector Michael Frederes, Highway Superintendent Debora Germain, Recreation Director Susie Jacobs, Tax Receiver Richard Morris, Attorney for the Town Paul Russell, Town Engineer George Schaller, Sewer Superintendent Phil Williamson, Code Enforcement Officer Louise Weller, Deputy Town Clerk
PLEDGE:
The pledge was led by Girl Scout Troop 448 Brownies Jessica Stookey, Lauren Tichacek, Kristina Keenan and Alison Camp.
GIRL SCOUT PROCLAMATION:
Supervisor Guelli stated that Girl Scouting is celebrating their 93rd anniversary. A proclamation, naming March 6 - March 12 as Girl Scout Week, was read and presented to leader Heather Keenan.
MINUTES:
Motion by Councilwoman Marini to approve the minutes of February 17, 2005 as presented. Seconded by Councilman Maciuska and unanimously carried.
ROAD SIGN SURVEY PROJECT:
Robert Hutteman, Lu Engineers, described the services his company would provide to the County and Towns that would consolidate services in maintaining road signs. His company has been interviewed by the county to do an evaluation program. After an inventory of existing signs is done, the information would be entered into a GIS database for easy maintenance. They would also evaluate where additional signs should be located or if any should be relocated. Supervisor Guelli stated that $14,000.00 was budgeted for the program; however, the County has estimated that it will cost approximately $16,606.00 for the Town’s portion on a per town per sign basis.
PUBLIC PARTICIPATION: No one present offered any comments.
GENESEE LAND TRUST:1. GRANT PROPOSAL:
Gay Mills, Genesee Land Trust, and Ora Rothfuss, WC Planning Board, presented the Farmland Protection Plan. Ms. Mills stated that she has not been informed yet whether or not the matching grant to the State grant has been awarded. She explained the required documents or resolutions that need to be considered for the grant proposal. · Authorize updated appraisals for the Keyes and Weber farms. · Authorize an option to purchase an easement with the four (4) farmers involved. · Prioritize the farms by the total number of acres on each farm with the NYS Dept. ofAg and Markets Soil groups. The farms should be ranked as follows:#1 Wilbert Farm #2 Weber Farm #3 Keyes Farm #4 G&S Farm
2. MOTION:
Motion by Councilman Maciuska authorizing the ranking of the farms by soil groups,1 through 5, based on the total acres, as presented. TREE/LAWN/SHRUBS MAINTENANCE AGREEMENT:
Supervisor Guelli stated that bids were received as follows: Davey Tree $ 1,328.00 Ted Collins Tree and Landscape 1,605.00 Rochester Lawn Care 1,795.00 Motion by Councilman Yale authorizing the Supervisor to sign a contract with Davey Tree for tree/lawn/shrubs maintenance for a cost of $1,328.00. Seconded by Councilwoman Marini. Roll call: Supervisor Guelli AyeCouncilman Keyes AbsentCouncilman Maciuska AyeCouncilwoman Marini AyeCouncilman Yale AyeMotion carried.
INTEGRATED PROFESSIONAL SERVICES AGREEMENT:
Motion by Councilman Maciuska authorizing the Supervisor to sign a contract with Integrated Systems at a cost of $65.00 per hour for 100 hours. Seconded by Councilman Yale. WALWORTH ACADEMY MAILING AUTHORIZED:
Motion by Councilman Maciuska authorizing a town-wide informational mailing of 4000 copies for a cost not to exceed $1,317.00 on the Walworth Academy referendum. Seconded by Supervisor Guelli. Roll call vote: Supervisor Guelli Aye Councilman Keyes Absent Councilman Maciuska Aye Councilwoman Marini Aye Councilman Yale Aye Motion carried.
SEWER DEPARTMENT EQUIPMENT PURCHASE AUTHORIZED:
Motion by Councilman Maciuska authorizing the expenditure not to exceed $4,100.00 from account SS8130.409 for the purchase of a new or rebuilt PD blower. Seconded by Councilwoman Marini. Roll call vote: Supervisor Guelli Aye Councilman Keyes Absent Councilman Maciuska Aye Councilwoman Marini Aye Councilman Yale Aye Motion carried.
SLUDGE SPREADING CONTRACT RENEWAL: GIBBS:
Motion by Councilman Maciuska authorizing the Supervisor to sign a two (2) year contract with Trumaine Gibbs. Seconded by Councilwoman Marini. Roll call vote: Supervisor Guelli Aye Councilman Keyes Absent Councilman Maciuska Aye Councilwoman Marini Aye Councilman Yale Aye Motion carried.
SIDEWALK DISTRICT SNOW BLOWER BID AUTHORIZED:
Motion by Councilman Maciuska authorizing a bid opening for a snow blower for the Sidewalk District on March 30, 2005 at 10:00 A.M. Seconded by Councilman Yale. Roll call vote: Supervisor Guelli Aye Councilman Keyes Absent Councilman Maciuska Aye Councilwoman Marini Aye Councilman Yale Aye Motion carried.
HIGHWAY GARAGE ADDITION CHANGE ORDER #4:
Motion by Councilwoman Marini authorizing the expenditure not to exceed $1,320.00 for the change from under to above floor water piping and installation of a high grade floor sealer. Seconded by Councilman Yale. Roll call vote: Supervisor Guelli Aye Councilman Keyes Absent Councilman Maciuska Aye Councilwoman Marini Aye Councilman Yale Aye Motion carried.
EVALUATION OF PERMIT FEES:
Paul Russell stated that current permit fees should be evaluated. In addition, the new legislation enacted in 2003 requires the issuance of permits not issued in the past. He presented a proposed permit fee schedule for review.
BASIC LIFE SUPPORT FIRST RESPONSE SERVICES:
Supervisor Guelli stated that Ed Collins, Lincoln Fire Chief, requested authorization from the Board to apply for a DOH EMS Agency Code. Councilman Yale stated that the Lincoln Fire Department has use of the Walworth Ambulance code since they are under the umbrella of Walworth Ambulance through a mutual aid agreement. Richard Morris will research further.
TRI-BOARD MEETING:
Supervisor Guelli stated that a meeting will be held with the Gananda School Board and the Macedon and Walworth Town Boards at the Gananda District Office on March 14, 2005.
SPRING CLEAN UP DATE:
Motion by Councilman Maciuska authorizing Spring Cleanup to be held Thursday, May 12 through Saturday May 14. Seconded by Councilman Yale. Roll call vote: Supervisor Guelli Aye Councilman Keyes Absent Councilman Maciuska Aye Councilwoman Marini Aye Councilman Yale Aye Motion carried.
